Tommy is not a law enforcement officer but works emergency management and was on a call. He pulled up and found a car that was pulled over and found out that it was his brother. For some reason his brother freaked out and decided to abandon his car and run into the field. He tries to call his brother to come back but no luck. Eventually to mess with his brother he takes and steals his wheels leaving it missing a wheel.
