White dog on third floor of apartment window on the ledge. Everyone below is freaking out and telling owner to catch the dog and bring it in. At the end the owner realizes and grabs the dog and brings it inside to stop everyone from worrying. We were in line to get into a bar. The dog just started to pop out - after a while I started recording. One of the people out with us (a short guy in white) went over along with other people to try and catch him. The police were called and arrived at scene. I believe they went up to the owners apartment to have a chat with them.
