Crested caracara bird attacks pigeon by a hand signal

This is a southern crested caracara (bird of prey) that chases pigeons when told. He understands the signal as me throwing him food to that place and because he sees the pigeons eating there he assumes the pigeons are stealing from him and attacks them. His name is Arquímedes, I've been working with him since 2019
