This is how the waste bins work in my neighborhood, the bins look like normal garbage cans for passers-bys and can compress waste internally and is deposited underground in the vault looking box. After its full the garbage collectors will come by with a large garbage truck and simply lift the whole contraption out of the ground and empty them with the hatch on the bottom.
